In 2002, city leaders launched the participative project Quartiers 21 and asked the people about the quality of life in Lausanne. Brainstorming workshops were organized throughout the community, during which residents expressed opinions about their neighbourhood and their city.
Nearly 1000 residents participated in the process by stating their criticisms and their suggestions. Later, administrative services, elected officials, local associations and resident representatives discussed these suggestions together and selected projects to implement.
The final action plan is organized into three thematic areas: neighbourhood life (Living Together), quality of city surroundings (Living Area) and mobility (Mobility). Quartiers 21

The participation of residents in the future of their city echoes back to the democratic and social dimension of sustainable development. Participative initiatives make it possible to involve resident opinions in city matters and to find common solutions to improve city life.

Children’s Councils to Develop Citizenship
The people of Lausanne will be better informed about community activities, demonstrations and public services, particularly with a community centre and a strengthened partnership between the City and traders. In addition, socio-cultural centres will be transformed into neighbourhood houses to develop social relationships and liveliness in the neighbourhoods.
An ecological neighbourhood house should be completed in 2008 near Pont-de-Chailly, creating a new location for social, intercultural, and cross-generational gatherings. The building will be in conformity with the MINERGIE standard.

Living Area
L'environnement urbain sera amélioré par la mise en valeur de la nature en ville: arborisation, espaces verts qui favorisent la vie de la faune et potagers urbains et collectifs (ou plantages ).
To improve cleanliness in the city, information on waste collection will be advertised, and six new simple neighbourhood drop-off centres will be made available throughout the community.
There is a series of projects concerned with the development of public transportation and easy mobility. The idea is to make the city a more pleasant place where motorized vehicles must share the road with pedestrians and bicycles, particularly by creating 30km/h zones and pedestrian zones.
